The Technical Advisor for MSH?s Global Health Systems Innovation (GHSI) group provides support in the area of health economics and financing to improve resource allocation decision-making for equitable access to high-quality health services for persons in low- and middle-income countries (LMICs).

S/he provides technical support and training for MSH projects in all areas of health finance including the design and analysis of health policies and interventions. S/he collaborates with Health Care Financing team members in advancing country progress toward universal health coverage (UHC). This will include, but not be limited to, work on resource tracking, costing, financial planning, public financial management, cost-effectiveness analyses and health technology assessments, pricing, performance-based financing, and health insurance and financial protection.

The Technical Advisor also assists in strengthening and expanding MSH?s portfolio of health financing and health systems strengthening activities by supporting MSH?s existing projects and through new business development. S/he supports MSH project activities and increases worldwide knowledge and understanding of MSH?s health financing work through dissemination of evidence-based work; publications in journals; presentations to donors, stakeholders, and other development partners; and at conferences. S/he also identifies other project opportunities with health economic and financing elements and participates in developing new business development proposals.

MSH?s GHSI Group seeks to develop MSH into a leading organization in applying a health systems thinking approach and embedding data and analytics in all activities to support LIMICs on their journeys towards UHC and health system sustainability. We provide expertise in health care services and delivery systems, pharmaceutical health system strengthening, as well as public health content expertise and knowledge in HIV/AIDS and TB; Maternal, Newborn, and Child Health; Family Planning/Reproductive Health; and other communicable diseases.

Specific Responsibilities

Project Excellence ? Support and Design (70%)

  • Provide technical support and assistance to MSH?s projects in health economics and health technology assessment and health systems strengthening.
  • Support the design and implementation of health financing policies and conduct health financing assessments using various tools and approaches including cost-effectiveness and cost-utility analyses, budget impact analysis, multi-criteria decision analysis, and health technology assessments.
  • Support MSH strategic planning in areas of health finance/economics and health systems strengthening.
  • Develop and maintain strong relationships with a wide range of internal and external stakeholders, partners, and collaborators in the area of health economics and financing.
  • Business Development (20%)

  • Foster and identify new project opportunities and contribute to the development and/or technical review of technical proposals, ensuring that project designs and technical strategies are sound and that project implementation experience in health finance/economics is appropriately reflected.
  • Interact with and represent MSH programs to host country counterparts, partners, and donor agencies.
  • Thought Leadership (10%)

  • Keep abreast of the latest developments and trends in health finance and UHC in order to provide authoritative advice and guidance to MSH colleagues, government counterparts, and MSH projects.
  • Develop and publish peer-reviewed articles and external communications (e.g. blog posts, news stories, reports).
  • Represent MSH at domestic and international meetings in making presentations to donors, ministries of health, and other industry stakeholders.
  • Participate in any other activities assigned by MSH or his/her supervisor related to this position and other organizational polices, plans or procedures.
  • Qualifications and Experience

    Required Minimum Education:

  • Advanced graduate degree (Masters level or above) with formal training in health economics, health technology assessment, public health, health services research, policy analysis, epidemiology, biostatistics, or related discipline preferred.
  • Required Minimum Experience:

  • Minimum of four (4) years of relevant work experience in health sector programming and financing in LMICs.
  • Significant and successful experience in providing technical assistance in the development, design, implementation, and evaluation of health finance policies, programs and activities at the country level.
  • Demonstrated success in leading, managing and coordinating analytical assessments and technical assistance teams including delivering presentations and technical reports to donors.
  • Demonstrated success in leading, managing and coordinating analytical assessment and technical assistance teams.
  • Demonstrated success in leading successful proposals to donors, especially USAID or the World Bank.
  • Extensive experience in providing capacity-building training in LMICs.
  • Knowledge and Skills:

  • Strong analytical and quantitative analysis skills with experience using software such as Excel, SAS, Stata, or SPSS for model development and data analysis.
  • Fluency in English required, working professional knowledge of Spanish or French language preferred.
  • Good interpersonal and relationship-building competencies in both developed and developing country settings coupled with strong written and oral communication skills.
  • Demonstrated knowledge of best practices related to the development, design, implementation, and evaluation of health economics and financing policies and programs within LMICs.
  • Demonstrated skills in communicating, working, and collaborating with donors, host country institutions, and international organizations.
  • Demonstrated organizational skills and abilities; sound judgment, and high ethical standards; flexible and able to adapt to changing priorities and deadlines.
